A Win for Walker: Historic Recall Sees High Voter Turnout

After a long, politically charged year, Gov. Scott Walker wins re-election in divisive recall race. Though Democrats congratulated Walker, they say the fight isn't over.

 

A historic day in Wisconsin ended with even more history made Tuesday as Republican Gov. Scott Walker is now the only governor in the United States to win re-election after facing a recall.

Garnering 53 percent of the vote over Milwaukee Mayor Tom Barrett's 46 percent, Walker will continue in office as the state's governor.

"I want to thank God for his abundant grace," Walker said during his victory speech in Waukesha County. 

Walker said it was the supporters who said they were praying for him who helped him get through the past year of turmoil.

"I can't tell you what that means to us," Walker said. "On behalf of our family, we say thank you to all of you. The election is over. It is time to move Wisconsin forward."

Walker supporters rallied at the Waukesha County Expo, where the governor held his victory party.

At the Hilton Hotel in Milwaukee, Barrett gave a speech at a time when he, too, had hoped he would be celebrating. 

"I'm honored that you are all here, that you have fought for this Democracy that is so important to each and every one of us," Barrett said, shortly after he said he called Walker to congratulate him on his win.

And though much of the state was painted red, a few areas held strongly to their blue colors: Dane County, for instance, gave Barrett 69 percent of the vote. In Milwaukee County, Barrett took 63 of the vote.

As of early Wednesday, Barrett was also ahead in Portage, Menominee, La Crosse, Iowa, Dane, Columbia, Rock, Kenosha, Milwaukee, Ashland, Bayfield and Douglas counties.

”The election is over. It is time to move Wisconsin forward."

But that means 60 counties in Wisconsin voted for Walker. The highest percentage win as of midnight was in Washington County, with a 75 percent vote for Walker; following next in line was Waukesha County with 72 percent and Ozaukee County with 71 percent.

A turnout that could turn heads

The day was historic for many reasons: this is the first recall election ever held in the state, and it earned extremely high voter turnout.

The Wisconsin Government Accountability Board had predicted a 60 to 65 percent turnout — which would top the record-holding 52.4 percent turnout seen in the 1962 gubernatorial election. The predicted turnout would fall short of the 69.2 percent turnout seen in the 2008 presidential election, though.

But, it seems, in many places — records may have been set.

In Muskego, for instance, voter turnout is estimated to be at 86 percent, the same as in Menomonee Falls. In Sturtevant, poll workers believe they hit 77 percent. In Port Washington, voter turnout was 78 percent. In Shorewood, 74 percent. In Greenfield, 71 percent. In Whitefish Bay, 88 percent. Waukesha saw a 78 percent turnout, and 80 percent visited the polls in Mount Pleasant.

Though such a high turnout did not yield results that Democrats across the state were hoping, it doesn't change their strong stance against Walker's tactics.

"The results Tuesday do not stop our firm opposition to the changes sought by Scott Walker," Democratic Party of Wisconsin Chair Mike Tate said in a statement. "In fact, even as we congratulate Scott Walker and the Republican Party of Wisconsin on winning a hard-fought fight, we look for him to join us in changing the tenor and tone of the debate.

"Regardless of party, Wisconsin must be Wisconsin again, without the big money Tea Party influence that has colonized our state, turned neighbor-against-neighbor and created an idea dangerous to democracy, that our very government is up for sale," Tate added.

Not the first defeat

In November 2010, after incumbent Jim Doyle chose not to run for re-election, Walker defeated Barrett with 52 percent of the vote to become the state’s 45th governor.

Just a few short months later, however, Walker announced how he planned to follow through on his campaign promise to eliminate the state’s deficit — in part by stripping collective bargaining rights for public employees through Act 10 — creating what has become a never-ending political season in Wisconsin. Since February 2011, the state has been as politically divided as it has ever been.

After handily winning the Democratic primary in May, Barrett was set up for a rematch against his 2010 rival, and the result was pretty much the same.

"This is a great victory for Wisconsin families. Wisconsinites made it very clear they want to continue moving our state forward, and that’s why Wisconsinites returned to the polls once again and cast their vote," Republican Party of Wisconsin Chairman Brad Courtney said in a statement. "A liberal minority of activists and out-of-state unions pushed this baseless recall on Wisconsin in order to move us backward; Wisconsin turned out once again and showed they will not have their voices drowned out by this liberal minority, and they were heard loud and clear."

Other races on the ballot

Also on the ballot for lieutenant governor were Republican Rebecca Kleefisch and Democrat Mahlon Mitchell. The results of this race followed closely with statewide party trends: Kleefisch won re-election with 53 percent of the vote, while Mitchell had 47.

Kleefisch took the stage at Walker's victory party at Waukesha County Expo for a short speech after the win was announced.

"Now this is what Democracy looks like," Kleefisch said. "Years from now, people will be saying 'The campaign to save America began tonight in Wisconsin.'"

On the other end of things, Mitchell made it clear that Tuesday's election was no milestone for the Democrats, and that the group would continue to work for the change it believed in.

"The fight did not end today whether we won or loss. ... I'm not done with this fight and I know Mayor Barrett is not done with this fight," Mitchell said. "This is not the last you've heard of Mahlon Mitchell. This is not the last you've heard of Tom Barrett."

So Walker stays ... or does he?

Attack ads, campaign mailings and billboards, political media reports and more have invaded the lives of Wisconsinites for more than a year now, and at least one state resident was certain that the outcome of the election was based more in anger of the recall than on the issues.

David Ryan, of Genesee, was volunteering at Walker's election night party at the Waukesha County Expo Center, and predicted a 10-point victory for the governor.

Ryan said he didn't feel that Walker has any challenges to get over in the election. The key, he said, would be the voter turnout in Milwaukee and Madison — traditionally Democratic areas.

"I think the population is so pissed off that they are having the recall that they are all voting Walker," Ryan said. "I don’t that there is that many people that really need to make up their minds. I think line is pretty much drawn and has been since November last year."

While some may disagree with Ryan's analysis, the tense political atmosphere in Wisconsin has thrust Walker into a national spotlight — and his win tonight is an even bigger deal, according to the Washington Post, which was quick to write a column wondering whether presidential hopefully Mitt Romney would consider Walker a viable candidate for the next vice president, especially considering his strong defeat in Wisconsin.

"Wisconsin and the upper Midwest are crucial to Mr. Romney and, in the wake of Tuesday’s results, Mr. Walker could do more for the ticket than almost anybody else," the article said. "One unknown in the political equation is whether Mr. Romney is enough of a risk-taker to go for someone seen as a hero to the party base but who inspires intense negative passions in the opposition."

Perhaps Wis needs to change their recall law to mandate everyone who signs a recall petition to pay for the cost of the recall. It would not be a lot of money perhaps $20 per signature but at least the cost would be payed by the instigators of the recall process and NOT those opposed.

We had your recall, we had an election as a result of the recall and the results were the same as the election your side attempted to overturn. When there were two sides weighing in on the issue, rather than just the one that initiated the recall itself, the original results were validated.

Money had nothing to do with it. Voters getting out and voting did.

It was a tremendous waste of money that wouldn't have happened, had you folks not attempted to undo the results of the last election.

Nearly half of this state spoke against the Governor. I also said that he needed nine times as much money as Barret to get to his numbers. That is a fact. You folks can ignore it...you can applaud it... It doesnt change the facts. To get his numbers...he had to spend 31 million dollars. Barrett spent just under 4 million. Do you think if the Governor could have won for 4 million...that his supporters would have agreed to kicking in another 27 million? Come on. This is our "democracy." Its about who can outspend the other guy.... democrat, republican...it makes no difference.

If money didnt make a difference do you think these billionaires would be dumping it on candidates....left of right? Come on Bob. Get real.

Brian. We had an election. That's the way the people of Wisconsin "speak" as regards our government. The majority of those who spoke, spoke in favor of Walker. That's the way all elections work, Brian. The phrase "the people have spoken" has been used thousands of times in reference to other elections. Was the usage of that phrase at that time incorrect? Did you have a problem with it then?

As for the money, in the recall election for Darling, virtually equal amounts of money were spent on behalf both candidates (by some accounts more was spent by the left), the results were the same. The incumbent was reaffirmed. So your argument that it's about the money has really no basis other than in the sour grapes you're tasting this morning. The reason Scott Walker got more money is because, frankly, the national Democratic organization and its financial backers figured this for a loss long before you folks accepted the fact last evening. As demonstrated in the earlier recalls, they certainly have the wherewithal to pump money and other support into an election if they think it's a wise investment. One look at the Obama war chest will tell you the same thing.

I give Trivedi a lot of credit for putting his own money where his mouth is - that's extremely rare in politics these days. I hope at the very least, that he earned a lot of respect from this process.

A temporary and fruitless victory at best. The Senate is mostly in recess through the next election in November, and it is in November that we will retake a majority in the Senate in the new districts before the draft dodging Lehman is even able to cast a nay vote!

If the Dem Senators decide to flee the state again when they once again lose the majority, Lehman might try to take them to Canada instead of Illinois, as he's familiar with such a strategy and knows the area up there well.

Lee, Not a stupid comment at all! Mitchell is a union rep. Also a LT on Madison FD in name only. IF you had researched your candidates, you would find that Mr Mitchell has no certifications/credentials to back up his status as a "firefighter" in the state or national registry. That my friend takes away credibility from the platform he presented as a candidate. I have spent 30 yrs in the fire service and would not want to have him as an Incident Commander at ANY emergency. Life/Scene Safety would be at risk with no training credentials to back up actions that would be taken by him. Is that who you want as a Lt Gov? A"Fake" firefighter? What else would be fake if he had been elected? Look over your LEFT shoulder and see the image in the mirror that resembles a pin! Egg on your face dude!

Brian, once again. The fact that nearly half the state disagrees with those that supported Walker is not lost on anyone, anymore than the fact that nearly half the country didn't agree with those who voted for Obama in the last election. So what's your point?

The argument about the money really doesn't make any sense. If you follow the polls up to the election, many which were launched before the bulk of the money came in and started being spent, they pretty much mirrored the results of the election.

But if you're going to persist on it being a money thing, you're looking at it from the wrong angle. It's not the fault of those who supported Walker that those who could have matched the money he got chose not to. They could have, easily. They chose not to. The same people who dumped boatloads into the earlier recalls in this state chose not to. The president chose not to align himself with Barrett, aside from sending out a tweet. In fact, the DPW was advised not to pursue this course by those in the national organization. If you don't like that Walker outspent your candidate and, ultimately, don't like the outcome of this unnecessary, costly recall process, look to your party - they let you down.

More important than the money Walker spent is the money you and I and every other taxpayer in this state spent on a complete waste of time.

Bob, first, I don't remember saying that I am a democrat or that I was a Barrett supporter. There are actually more than two political mindsets possible...

Secondly, if you think that money had nothing to do with the win here or elsewhere...why do relatively smart people spend thirty one million dollars... Buy so much tv time, spend these obscene amounts on sophisticated attack ads, etc? For the fun of it? I agree that Barrett was seriously outspent. I also see that the US has more money into it's military than anyone on the planet and, guess what, we are the baddest of the bad! We dominate! When the USSR was throwing nearly 25 percent of their money into the military.. They were big and bad..... But it drove them into economic breakdown. Money buys power... But it doesn't buy "right". Domination and moral and ethical high ground, wisdom... for lack of a better word...are not necessarily related. I think history bears this out.

The percentages were virtually the same before the ad blitz and after. You can readily see that by looking at the polling numbers and the results. According to this article, there was $64 million spent on the recall election. Walker spent $31 million, Barrett spent $4 million. There seems to be another $29 million spent by someone other than Walker or Barrett. You seem to be ignoring the millions spent by the unions to attack Walker on behalf of Falk.

Bob, of course I voted. People who don't vote should really stay off blogs to my mind. There were two candidates that stood a chance of winning. This is the state of our current "democracy." I voted against the governor, who is already responding to the tremendous negative uprising he experienced over his early actions, by saying now that it is important to listen and to talk... things he might have learned in grade
school. I don't hold out much hope for changes here...his preference for unilateral doctrinaire tea party style governance is clear.
It is futile to try to have rational discussions with fundamentalists of whatever stripe of course and the reactionary comments I get on this thread are a commentary on the level of thought of those who post.
Bob, while the sixties may be over, the wars proliferate, the blood money is amassed and myopic disinterested citizens of the dominant power, couldn't give less a damn about the victims...this has not changed. In reality, Lehman's win, which isn't official yet by-the-way, is a short lived fruitless victory. The GOP will retake majority control in November via the redistricted seats that are up for election. And seeing as how there is no regular session scheduled through the end of the year, our majority will once again take hold long before Lehman ever has a chance to take his seat. Not to mention that we're sure to add seats to our Assembly majority as well! Also, the new 21st district will never accept Lehman, as this election and the Wirch recall of last year has proven. So, he's gone after 2014 and that seat will once again become red regardless.

Yes, November is going to be SWEET!!!

@Brian .. Do you believe in the income tax and the federal reserve system? How much of a slave (by forcing me to pay taxes) do you think is right .. do i need to pay 4 months of my salary to my masters or 1 or 2 ... There should be NO Income tax NO property tax .. explain to me why i need to rent my land from the government .. just like the old fuedal system where i paid my Overlord, or Baron to live on there land ... You insult George Washington, Thomas Jefferson and all Patriots by using the tea bag term ... Do you KNOW what freedom is??

So Patriot and OCD guy...ocr guy..whatever....., Just between you and me, now that I have joined your ranks, I want to share something with you...bro to bro (unless you are women folk). I am really sort of a scared guy inside....yeah yeah I know I talk tough and swagger and sound like a tough guy and all of that. But really...in my gut, I am afraid and insecure. Thats why I love blogging! On a blog, I can blast anyone I like...just like you guys...thats why I relate so well to the vibes you send out. Of course my whole name is printed here... but maybe that is fake...who knows...and the photo...OK well I screwed up. I should stay hidden more like you guys behind psuedonyms and first names or whatever. I am learning. But here is my point.... in a world in which I feel, well, so fragile..... like someone could attack me at any moment...know what I mean (?), I am very happy to have this idea in my head I call "enemy". Actually I call it by many names...whatever fits the situation. You know...like "liberals," or "communists" or dimwits or anything ...in a word...anyone who is not in lockstep with my viewpoint. You understand. Because...having this ENEMY, allows me to project out fantasies in which I can be a sort of conceptual superhero... being IN THE KNOW.... and can shoot these idiots down like...well like the world is a Playstation. And if I didnt have an enemy...an evil empire... if I couldn't pin my fears on specific groups...well then I would be very much afraid.

Whatever Washington and Jefferson meant by freedom did not include their slaves. Although Washington finally freed his, Jefferson did not. His mind was capable of great concepts but he could not see that even his lover, a slave, deserved freedom and equal respect as a co-equal child of a Creator.

"Of the 277 slaves belonging to Washington in his own right or by marriage, 179 were 12 years old or older, eighteen of whom were "Passed labor." The remaining ninety-eight were children under the age of 12. Of those twelve years old and over, ninety-five were females and eighty-four were males. "

You see Mr. Blade, the word "freedom," gets bandied about a bit. It is an abstraction so, when people use it, I am very interested in learning what they mean by the term. On paper, it means nothing.

Please Walker? run for vice president and then get elected so we can have a new governor. Kleefisch said. "Years from now, people will be saying 'The campaign to save America began tonight in Wisconsin.'" . I think since Corporate Business is buying Republicans and it wont be long before we are a one-govt. country with no democracy and then people will be walking around going what happened? I believe people years from now will say, the campaign that ruined america started in Wisconsin!

Mr. Blade, I agree that the government should not own you. As to taxes, it seems nearly inescapable that in an organized society, some sort of dues or taxes will be levied to pay for and maintain services or infrastructure that are public and generally agreed upon to be beneficial to all. My issue with taxes is that, to a great extent, what the taxes are spent on is not something we have much effective say upon. For instance, as a conscientious objector to war, I am still aware that federal taxes I pay may be used to buy drones which then attack wedding parties in Afghanistan. To me this is a vulgar travesty of protecting "national security," and is most certainly not acceptable collateral damage. I understand the need to bring in money but I would like to have the option to say what part my money should be directed to. Further, I dont believe that the middle class should have the highest percentage tax burden. That is a blatant example of control of government by the most wealthy. They may talk about how their brilliance and industry provides so many jobs for people, attracts so much income, etc... but the opposite is also true... their corporations would not exist without the hard work and skill sets of the little people... There is no logic in the discrepancy on tax rates. Clearly the poor should not be taxed... there has to be a bottom end to taxation.

You really come across as someone who is better than. Of Course I have read as a matter of fact I carry it and the bill of rights with me where ever I go!!! Its what this Country was founded upon. The very principles that made America so great. You obviously are one who maybe feels its outdated or no longer applies. Thats scary. In reality we should not be forced to pay taxes at all. I realize that will most likely never transpire but there should be a limit!!!!

Mr. Blade, I applaud Ron Paul for speaking his mind and for thinking outside of the box. The more creative thought that is focused on issues like this, the more chance we have for the "p" word... to occur: PROGRESS! It absolutely stuns me that reasonably intelligent people perpetuate this sort of atavistic subservience to documents written by people two hundred fifty years ago...as if they were gods and as if what they wrote could never again be reviewed, discussed, assessed as to its applicability in a very different time and culture, etc. Law is and has always been a dynamic set of codes... even laws believed by many to be dictated by God, were later expanded upon by Jesus.... but certainly social laws have always been in flux over time. Why not hold to eighteenth century medicine, only use eighteenth century technology, etc? Many of the signers of this document felt it was fine to trade in human beings! Jefferson had a fifteen year old lover who was his wife's half sister AND his slave! He never freed her. His daughter did (of course his daughter was her niece). That constitution provides for equal representation of all the free citizens of the United States and gives 3/5 representation to those who are not free and to American Indians. Shall we return to it? I am not anti-constitutional but for gods sake...these appeals to going back to origins... seem devolutionary to me conceptually. Why not improve the Consitution? Make it work for everyone?

If you have read the Constitution you can see that within a few lines it starts talking about taxes. That confuses me a bit relative to what you say. It comes back to speak about taxes numerous times.

I have little doubt that if the numbers were reversed in favor of Barret, Mr. Carlson, would be loudly proclaiming a mandate to undo what Walker did.

Just admit your side lost and do what you have to do to convince more Wisconsinites that you have their best interests in mind. Good luck on that BTW

The people of WI have voted with their feet in agreement with Walker's budget saving changes.

Those are the facts and the ranting and attempted minimization of the results are nothing more than sour grapes. Enjoy.

A lot of people are claiming that the Recall accomplished nothing. The fact say something different. Democrats are now in the majority in the Senate. What that has done is to stop Walker from calling a special session to do even further damage to Public education and the environment. He will be a lame duck governor until 2013 except fro the abuse of power that he gained by the passage of Act 11 which give the executive branch unprecedented power. While for from a win for those who favored the recall, it is something accomplished.

@FBI.... The lame-duck is a double-edged sword, as it will become more clear in the next 7 months if the Walker reforms performed or failed. While the Democrats can say they stopped Walker, depending on the outcomes, this may work in their favor or not;stopped further damage or obstructionism, only time will tell.

FBI JDW.... the recall also allowed people to realize that unilateral decision making, the sort of join us or screw you mentality, vocalized so strongly by a new crop of young republicans, the sort of clap trap suprematist attitude that rises from so many comments on this thread, doesnt work. As Walker now says (at least he SAYS it) oh... I think now I will talk to people...and uh listen some more... Looking out his window and seeing sixty thousand people revolving around the capitol building..should have been a signal that political condescension is NOT what his job is about.

Yeah, he should have been more like our other political leaders and just accomplished nothing at all consistently, then blamed it on the other party. Doing something that might displease a minority of voters is much too bold for someone in a senior leadership position, after all. Follow in the footsteps of our President and every life-term member of our state and federal legislature and embrace mediocrity!

Don't worry, it's just another few months until Barrett leads the charge again with the words "this election is a referendum on the policies of Scott Walker, which the people have clearly supported the last three times I said that, so we will lose again with my help".

District 21 - Lehman v Wanggaard: Numbers show strange results.

Walker received 36,505 votes in the District.

Wanggaard received 35,476 votes.

For a discrepancy of: 1,029 votes.

Barrett received 36,572 votes in the District.

Lehman received 36,255 votes.

For a discrepancy of: 317 votes.

There were 1,218 scattering and undervotes recorded in the senate race.

Conservative leaning precincts recorded nearly 2.8 times the number of undervotes in comparison to liberal leaning precincts. That translates to roughly 783 scattering / undervotes as supporting Walker, and 435 having supported Barrett.

Wanggaard's loss of support from Walker voters is over 3 times the amount of support that Lehman lost from Barrett supporters. If we eliminate Wanggaard's share of the scattering/undervotes from his discrepancy, that still leaves us with 246 cross-ticket votes - people that voted for both Walker and Lehman. While Barrett supporters strictly voted for Lehman.

Conclusion: Either something is off here, or lazy/traitorous conservatives cost Wanggaard the election.

I'm just glad it's all over. With this mounting debt crisis, Iran, Eurozone crisis and more, issues like some of the ones we fight over here at home seem almost contrived so as to divide us in order for us to be collectively conquered.
