High-Risk Sex Offender Returning to Greenfield

The 41-year-old man, convicted of sexual assault of a child in 2004, will live with a relative.

The plans to keep a vigilant eye on a 41-year-old sex offender who will move into the city after Nov. 1.   

Jay Stroschin, who will live in the 8500 block of West Waterford Avenue, was convicted in 2004 of first degree sexual assault of a child. The 41-year-old man is considered "high-risk" because the crime was against a child, and because of his noncompliant status and lack of a job.

According to authorities, Stroschin will be monitored by a GPS. Law enforcement, probation and parole agents will visit Stroschin regularly, according to a flyer distributed by Greenfield police.

"We are concerned enough to distribute the flyer," said Greenfield Detective Sgt. Mike Brunner, who added Greenfield police officials recently met with officials from the department of corrections to discuss Stroschin's release. 

"We are concerned enough to keep an extra eye on him. We are going to be notified if he violates any of his GPS restrictions," he said.

If Stroschin enters an area that he is prohibited from, the GPS system will immediately notify authorities, according to police.

Stroschin will live with a relative in a condominium complex north of .  

"I don't like the idea because we have small children in the complex," said Al Jelinek, who lives in the complex. "We have kids in here and the school right across the way."

Stroschin is a lifetime registrant with the Wisconsin Department of Corrections. Jelinek said complex residents have been talking about Stroschin and are committed to staying vigilant.  

"All we can do is live with it for a while and see what happens," said Dave Gilkay, another complex resident. 

Stroschin is considered noncompliant because he has not fulfilled obligations, such as taking classes and taking part in counseling, when he was incarcerated. Stroschin is also unemployed. 

"He is going to have a lot of time on his hands," Brunner said. 

The City of Greenfield has an ordinance on the books restricting sex offenders from living in the municipality. The ordinance stipulates that if the offender lived outside of the city when the crime was committed, they are prohibited from living within Greenfield. The ordinance, however, does not apply to Stroschin.

"The particular person was living in Greenfield at the time of his offense so he is not restricted by our ordinance," Brunner said.

Greenfield police are asking residents to notify them if they see Stroschin acting suspicious. 

"We need the community to help us out because obviously we cannot be there 24/7," Brunner said. 

"We are a phone call away and … if there is a violation, we are going to be there and we are going to address it," Brunner added.
