Man Inappropriately Touched Self in Root River Parkway, Police Say

A Greenfield man has been charged with lewd and lascivious behavior after police say they observed him touching himself in a Greenfield parkway.

A Greenfield man has been arrested and charged in connection with an incident last month where police say he showed up to a local park dressed in nothing but silk shorts and began masturbating.

Roger F. Voss, 65, was charged Thursday with one misdemeanor count of lewd and lascivious behavior (indecent exposure). He entered a not guilty plea on Friday.

On July 12, Greendale police observed Voss park his car and walk toward a picnic area pavilion in the 8900 block of the Root River Parkway.

Police say Voss was wearing very short silk jogging shorts — and nothing else — and starting rubbing himself over the top of them.

The officer circled around the back of the pavilion and followed Voss, who continued to an area secluded from view of the parking lot, but still in full view of the park, and resumed touching himself, according to the criminal complaint.

The officer observed masturbating outside of his shorts, court documents say.

Voss tried to flee when the officer approached him but was eventually stopped, according to the court documents.

If convicted, Voss could face up to nine months imprisonment, or $10,000 in fines, or both.

He is due in court Aug. 15 for a pre-trial conference.
